Warehouse Driver

Position serves as a warehouseman and driver in support of consulate operation. Responsible for the storage, maintenance, and delivery of consulate property. Serves as a back-up motor pool driver to transport passengers and/or cargo.

Operates delivery truck, forklift, and passenger vehicle in a safe, efficient manner. Supervised by the General Services Assistant, with day-to-day guidance from the Warehouse Floor Manager.

Requirements:

EXPERIENCE:  A minimum of two years of experience working as manual labor, of which one year of experience operating a light truck and forklift is required.

Education Requirements:

  • Completion of Secondary School or Local Mandatory Schooling and received high school diploma
    Evaluations:
  • LANGUAGE:  Good working knowledge speaking/reading/writing of English is required.

Administrative and Program Support 

The Administrative and Program Support position provides administrative, data analysis/report, program/ project coordination, or management support to post. In addition to administrative and program support, this position provides cleared escort responsibilities.

This position addresses short-term assignments as needed by post including staffing gaps, adhoc projects, and/or short-term workload increases.

This position will be employed on a part-time basis. Post HRO supervises the position, but the incumbent will receive work guidance from supervisor in currently assigned area.

Requirements:

  • EXPERIENCE: Three years of office administration and management experience is required.
  • Completion of two years post-secondary education is required.Evaluations:

LANGUAGE:  English: Fluent; speaking/reading/writing, may include the ability to translate (this may be tested).

Human Rights Assistant

EXPERIENCE: 

  • Minimum of three years’ experience working in any number of sectors (i.e. civil society, government, private sector, academia/think tanks, or media) in writing, communicating, managing projects, or building networks.

Escort and Administrative Rover

This position provides cleared escort services throughout the Post’s secured areas and basic administrative clerical support to offices within the Post as assigned.

Assignment or rotation is generally required due to secured escort requirement, clerical staffing gap, or short-term spikes in basic administrative workload.

Due to the nature of the duties and the demand fluctuation, the incumbent may work on a part-time basis. Incumbent is a member of the FAC office and will be supervised by the Facility Manager.

Requirements:

  • EXPERIENCE:  Minimum one-year office or administrative work experience is required.
  • Completion of High School is required.

Budget Analyst

Incumbent is responsible for performing a full range of financial services such as budget formulation and execution, financial planning and reporting accounting and reviewing employee allowances for 12 DOS entities: PROG, Representation, Gift Fund, DS, PD, Media Hub, Consular Affairs (CA), STATE PEPFAR, OBO, INL and MSG-total value of $43,939,548).

Incumbent also provides Status of Funds and overall financial management advise on these allotments to agency officials and Senior Post Management throughout the fiscal year. Receives direct supervision from the Financial Specialist FSN-11.

EXPERIENCE:  Six years of progressively responsible experience in accounting, finance, vouchering, cashiering or budgeting is required.

JOB KNOWLEDGE:  Must have a high degree of laws, local laws, procedures, Standardized Regulations, regulations relating to budgeting, funds control, contract performance and payment regulations. 

The incumbent must have the ability to independently use such knowledge to determine correctness of financial transactions.  Must have advanced knowledge of the functions of the major program areas.

Education Requirements:

  • University degree in Accounting, Finance, Economics, Business Administration or related field is required.Evaluations:

SKILLS AND ABILITIES: Must be able to work independently and follow through on analytical work to minimize need for detail work by their supervisors.  

Must be able to effectively grasp, conceptualize, articulate and communicate complex data and information orally and in writing to personnel at all levels throughout the Mission. Must exercise a good level of interpersonal skills in order to facilitate exchange of information at the working level.

Familiarity with Microsoft Word and Excel is required.  (This will be tested).

Mechanical Engineer

Working under the Deputy Director of the Overseas Buildings Operations (OBO) team, the Mechanical Engineer is responsible for overseeing and inspecting all work elements of the construction site, reviewing shop drawings and other construction plans, developing change orders and cost estimates for the constituent posts assigned to the region.  Incumbent must be capable of working independently.

EXPERIENCE:  At least five years of experience in mechanical engineering related to building construction and renovation on large scale residential or commercial development projects, of which, two years of experience in construction project management and oversight is required.
Education Requirements:

University degree in mechanical engineering from an accredited institution is required.

LANGUAGE: English – Fluent – Reading/Writing/Speaking is required.

SKILLS AND ABILITIES : Good working knowledge of Microsoft Office Suite (Word, Excel, Power Point, Outlook) and Internet Research. Professional skills and experience in using construction management software such as Microsoft Project and Primavera. 

Ability to create mechanical engineering cost estimates and review mechanical plan for code compliance. Ability to operate documenting and measuring equipment such as cameras, infrared thermometers, flow meters, calipers and measuring tools. Must hold a valid driver’s license.

Registered Nurse

The incumbent serves as the post’s nurse with responsibilities that include the medical care of Mission employees and eligible family members under MED approved clinical guidelines, as well as maintenance and inventory of all medical equipment and supplies, implementation of a robust vaccination program, administration of group and individual health education programs, and medical emergency contingency planning for the Mission. 

The incumbent will work in the Medical Unit under the direct supervision of the Regional Medical Officer (RMO) or Medical Provider (MP).

EXPERIENCE:  A minimum of two (2) years of post-qualification work as a professional nurse is required. 

JOB KNOWLEDGE:

  • The incumbent possesses critical-thinking skills and comprehends MED’s policies and procedures regarding medical evacuations, hospitalizations and insurance reimbursement methodology.
  • Must maintain current knowledge of local and regional medical services that can provide care for all acuity levels, including betted specialists and hospitals ·
  • Is a resource for arranging the best method to transport critically ill patients and maintains a working relationship with transport facilities.

Education Requirements:

Degree (RN Level) in Nursing or Diploma/Certificate equivalent from an accredited School of Nursing.  Must possess and maintain a valid nursing license or a current unrestricted Registered Nursing license from the host nation, country of origin, or the U.S.Evaluations:

LANGUAGE:  Good working knowledge of English is required. (This may be tested)

SKILLS AND ABILITIES

  • The position requires strong interpersonal skills and a client-oriented disposition capable of dealing with a complexity interactive challenges in difficult and emotional situations. 
  • Must have a solid working knowledge of MED’s RN Clinical Practice Guidelines and be familiar with American Nursing Standards of Care.
  • Must be able to perform basic word processing on computer.
